What does Oz have to do with Chicago?

In the Wizard of Oz (the movie), the Tin Man (played by Jack Haley) has a number in which he sways from side to side with stiff legs. In Chicago (the musical), Amos Hart sways from side to side in an almost identical manner in his signature "Mr. Cellophane" number.
